VAT on Gold in the UAE: What Buyers Actually Pay
The UAE charges 5% VAT on gold jewellery, and it applies to the whole invoice: the gold value plus the making charges. Investment gold (bars and coins of 99% purity or more) is treated differently and can be zero-rated in trade between registered businesses, so a retail buyer should read the invoice to see what was actually charged.
For most Indian shoppers in Dubai, that means a jewellery bill is about 5% higher than the gold-plus-making figure the salesman first quotes. Tourists can claim most of that back. Residents can't.
Where does the 5% land on a jewellery bill?
A Dubai jewellery invoice is built in layers. The shop starts with the day's gold rate for the karat, multiplies it by the net weight, adds making charges, and only then adds VAT on the total. VAT is never calculated on the gold alone.
Here is the current 22K rate the shop will start from, so you can see the base number before any charges.
- Yesterday
- ₹11,501.38AED 444.90
- Per tola
- ₹1,31,629AED 5,136.39
- Per 10 grams
- ₹1,12,853AED 4,403.70
That rate, ₹11,285.28 (AED 440.37) per gram right now, is the figure every line below is built on. If you want to check each line on a real bill, our guide on reading a Dubai gold invoice line by line walks through the layout.
A worked jewellery bill
Say you buy a 22K necklace weighing 30 grams. For the example, take the 22K rate as AED 300 a gram and the making charge as AED 20 a gram.
| Line on the invoice | Calculation | Amount (AED) |
|---|---|---|
| Gold value | 30 g × 300 | 9,000 |
| Making charges | 30 g × 20 | 600 |
| Taxable amount | 9,000 + 600 | 9,600 |
| VAT at 5% | 9,600 × 0.05 | 480 |
| Total payable | 10,080 |
Notice the AED 30 of VAT that sits on the making charge alone. When you bargain the making down, you also shave the VAT on it. Haggling AED 5 a gram off making on this necklace saves AED 150 plus AED 7.50 of tax. Our guide to what a fair making charge looks like in Dubai gives you the usual ranges by design.
Bars and coins: is investment gold taxed?
This is where people get confused, and the shop counter rarely explains it. UAE rules allow investment gold, meaning bars and coins of 99% purity or higher, to be zero-rated when it is traded between VAT-registered businesses. Trade in gold and diamonds between registered dealers also runs on a reverse-charge mechanism, where the buyer accounts for the VAT instead of the seller.
What that means for you as a walk-in retail buyer is less certain. Some invoices for 24K bars show 0% VAT; others show 5%. Don't assume. Ask before paying, and check the VAT line on the printed tax invoice. If the bill shows 5% and you're a tourist, the refund scheme may apply to it like any other purchase.
- Jewellery in any karat (24K, 22K, 21K, 18K): 5% on gold plus making.
- Bars and coins 99%+ pure: can be zero-rated in business-to-business trade; for retail, the invoice tells you.
- Gold below 99% in bar or coin form: treat it as standard-rated and confirm at the counter.

Who gets the VAT back and who doesn't?
The VAT is the same for everyone at the till. What changes is what happens after.
| Buyer | Pays 5% at the till? | Can claim a refund? |
|---|---|---|
| Overseas tourist, 18 or older | Yes | Yes, at participating stores, through the Planet "Tax Free" scheme |
| UAE resident (including Indian expats with an Emirates ID) | Yes | No |
| Airline crew | Yes | No |
| Tourist under 18 | Yes | No (an adult in the family should be the buyer) |
For a tourist, the refund is 87% of the VAT, minus a fee of AED 3.60 per transaction. The invoice must be at least AED 250 at a participating store, and the goods must leave the UAE within 90 days. On the necklace above, 87% of AED 480 is AED 417.60, less AED 3.60, so about AED 414 comes back. In practice, the refund works out to roughly 4.35% of the pre-VAT price before that small fee.

What it means if you live in the UAE
If you hold an Emirates ID, the 5% is a real cost. There's no refund route for residents, even if you're taking the jewellery to India on your next visit home. That changes the maths when you compare Dubai with an Indian jeweller.
A rough way to think about it: an Indian jewellery bill carries 3% GST on gold and 5% GST on making, while your Dubai bill carries 5% on everything. On a heavy, low-making piece, the Dubai tax line is a little higher. On a design with high making charges, the gap narrows because India also taxes making at 5%. The bigger difference between the two countries comes from India's import duty on gold, which is already built into Indian rates.
Residents get a few practical tips of their own:
- Negotiate making charges hard, because every dirham off making also removes 5 fils of VAT.
- If a visiting parent or sibling with a foreign passport is buying for themselves, they can be the purchaser and claim the refund. The buyer's passport goes on the tag, so they must be the genuine owner.
- Keep the tax invoice. It's your proof of purchase for Indian Customs, insurance and resale.

What the 5% does to common purchases
Using the same illustrative rate of AED 300 a gram for 22K and different making levels, here's how VAT scales.
| Piece | Weight | Making (AED/g) | Pre-VAT (AED) | VAT (AED) |
|---|---|---|---|---|
| Machine-made chain | 10 g | 10 | 3,100 | 155 |
| Pair of plain bangles | 40 g | 15 | 12,600 | 630 |
| Antique-finish necklace | 50 g | 45 | 17,250 | 862.50 |
To run your own numbers with today's rate, the gold price calculator lets you enter weight, karat and making, then add 5% on top.
One more point. VAT rules and refund conditions can be revised, so confirm current treatment with the UAE Federal Tax Authority, or ask the store, before a large purchase.
A short VAT checklist before you pay
- Ask for the price as three lines: gold value, making, VAT. Never accept one lump figure.
- Check the karat and net weight on the invoice match what you were shown on the scale.
- For bars and coins, ask whether VAT is 0% or 5% before you agree the deal.
- Tourists: confirm the store is part of the tax-free scheme and ask for the tag at billing, with your passport in hand.
- Residents: treat the 5% as a cost and fold it into your Dubai-vs-India comparison.
- Keep the printed tax invoice with the jewellery, not in a drawer at the hotel.
